Boil potatoes for 15 minutes or until tender. Drain and return to pot for drying.
Mash potatoes with half-and-half using a potato smasher. DO NOT USE A MIXER. It is important that the potatoes are "smashed" and not completely mashed.
Add cream cheese and continue smashing until the cream cheese is melted into the potatoes.
Add chives and season with salt and pepper.
